有鉴于长期以来，许多为卡宾枪提供各类瞄准具、灯具及其他战术附件的厂家都没有一个安装接口的标志，USSOCOM（美国特种作战司令部）在1989年9月开始尝试制订了一套近战卡宾枪的附件接口标准，并在1992年5月15日正式提出称谓SOPMOD的计划名称，SOPMOD的意思是“特种作战改进型”。如下图所示，SOPMOD计划是由USSOCOM、海军特种作战部队、空军、陆军海军等其他特种部队共同提出，并委托NSWC（海军武器研究中心）负责研究的。1999年5月开始在海军和空军提供以M4A1卡宾枪为武器平台的SOPMOD进行试验。注意，这种称为SOPMOD M4的系统在NSWC的计划中仅是称之为SOPMOD Block1。
第1代SOPMOD M4生产的主要承包商是KAC（奈特军械公司），SOPMOD M4并不只是一支卡宾枪，而是一个以M4A1为基础的模块式突击步枪系统，主要模块包括一个有上下左右四段M1913标准导轨的RIS护木、缩短的快卸M203榴弹发射器及其瞄准具、一个KAC快速拆卸（QD）消声器、KAC后备照门、一支战术灯、一个AN/PEQ-2可见光/红外激光指示器，还有Trijicon的ACOG和反射式瞄准镜及一个夜视瞄准镜，但也有许多士兵把Trijicon反射瞄准镜换成M68 CCO或EOTech全息瞄准镜。目前SOPMOD M4已经装备包括海豹在内的多个特种部队了，当SOPMOD M4配上一些近战用的战术附件时，又会称之为CQBW M4，即“室内近战武器型M4”，实际上都是同一个东西来的。

第二代的SOPMOD Block2（现在命名为SOPMOD II）现正在研制中，有许多不同的生产商在竞争这份合同，包括KAC的URX II系统，ARMS公司的SIR系统（Selective Integrated Rail），还有路易斯机器和工具公司（Lewis Machine & Tool）的MRP（Monolithic Rail Platform），而改进的其他项目还包括增强M203榴弹发射器的夜间瞄准能力，改进或研制新的榴弹发射器（EGLM计划），扩展通用的消声器（包括应用于轻机枪及其他武器上），升级/改进现有的各种战术附件等等。由于SCAR计划已经选定了FN公司的样枪，SOPMOD II的战术配件将会应用到SCAR上（SCAR已经确定将使用EGLM榴弹发射器）。
